Cant connect 220V power plugs to the switchboard

I cannot connect them, when I try I got this message: "The Voltage (220,00) for the Circuit is out of range for the Line to Ground Voltage for TÉRREO (The Line to Ground Voltage is specified in the assigned Distribution System)."

I'm going to throw out a WAG. 

 

The panel is 120V.

 

It's not really a guess. The warning tells you what the problem is.

Actually the panel is suposed to be 127/220V, as you can see in the distribution. It should accept a 220V power plug

Sorry, I didn't watch the video earlier but that doesn't matter. I'm having trouble following it probably because I don't do much electrical and need more time to get my head around it.

 

Can you share a model that exhibits the behavior? I can't really tell what families you are dealing with because I only speak English.
