3d view orientation lock

I am attempting to annotate a 3d view in MEP 2013.  I receive an error message that the orintation of the 3d view must be locked before I can add tags or keynotes (I don't remember this in MEP 2011), but I can not find a way to do this.  "Lock to Selection" is greyed out on the orientation cube menu.

iIs in the view control bar at the bottom of the drawing window, and was a new feature introduced in Revit 2012.

Thanks.  I guess there are some disadvantages to not installing updtaes each year.
