Set Reference Topography

It would be good to manually set the referenced topography for cut and fill volumes. If no reference topography is set, the cut and fill volumes should equal zero. This would remove the necessity of using phases for all topography volume quantities and would allow a user to visually see what two toposurfaces are being used for their volume checks.
