I often run into problems when I am trying to issue a Demo Package or an exterior package separate from the overall package. My only solution is to create a copy of the revit model and re create the cover sheet and Index, to only display the sheet index for my demo package. (often causes confusion) If the sheet index was linked to phases. I can create multiple cover pages for the exterior core and shell package, Demo package and Interior package.
