Provide API to attach wall top/bottom to other model element

I added both your and Paper_Plane's requests to the existing wish list item CF-180 [need to expose the "Attach Top/base" with API].

Once again - useful UI functionality is missing from the API.  We'd all prefer to spend hours clicking and attaching columns to floors rather than have an algorithm that figures out  what to attach to what, program that into a script, then hit "Run".....right?
