Currently when you are working in a 3D view and trying to insert a DWG you are only given the option to select the last created level which in most cases will cause the DWG to the placed in the wrong place and you need to do extra steps to place it at your desired level.
In 2D plan view you can select from all existing levels which is exactly what is expected!
It does not make sense to have this option in a 2D view but not in a 3D view.
