Make Fabricaiton hangers respect demolished/new phases

Currently fabrication hangers will attach to the nearest structural element, even if that element is in a demolished phase and the hanger is being placed on a new phase. Since fabrication hangers attach to the nearest structure (regardless of the visibility of that structure) it causes problems when placing hangers on levels where the demolished structural elements/floors are lower than that of the new construction phases. This causes incorrect takeoff and bill of materials for hangers.

 

I suggest that fabrication hangers respect the phases of a job or at the very least respect the phase filter of a view. Fabrication hangers should only be able to attach to structural elements in demolished phases if they them selves are in a demolished phase. New construction hangers need to ignore demolished structural elements when placing.
