Keynote Numbering - Keynote ordering changes when going from by keynote to by sheet

In our company, Keynotes are created in an excel file, which is saved as a text file, and linked into Revit to create the keynote table. We order our keynotes 20401, 20402, etc, corresponding to the drawing number, and the keynote number. M2.4, Keynote 1, 2, etc. The ordering of these keynotes are set in the excel file, in a way that makes sense.

For example, a boiler and associated equipment may have a cluster of keynotes, numbered in order, and an HRV on the same sheet may have another cluster of keynotes, numbered in order. The problem comes when the keynote number is changed to "by sheet". Ideally, it would retain the ordering in the excel file, the numbers would just go from 20401, 20202, etc., to 1, 2, etc.

Instead, the numbering order changes to the order in which the keynotes were placed, which can end up being completely random, depending on how the project was drafted. This also makes it impractical to verify that all the keynotes are on the sheet, because the order doesn't correspond with the excel file anymore.

Often, I have to delete all the keynotes on a sheet, and re-place them in order, just because one keynote was added later-on in a project, or because a drafter didn't place the keynotes in the perfect order.

All of this could be completely avoided if the "by sheet" method just preserved the ordering found in the root keynote file.
