This is something that could be effective in projects with multiple typical space types across multiple areas or floors, such as in towers or typologies like hotels. For example, a hotel tower would have typical room types, and on an overall floor plan, their enlarged plans would be indicated by callouts. Yes, depending on building form, the floor plan might be indicated on a sheet as applying to multiple floors, but for example, if each floor has its own overall plan depending on drawing set requirements, and the same typical rooms on level 2 repeat on levels 4, 7, and 11, it would be great to be able to copy the live callouts from level 2, which have already been drawn out with the proper boundaries and are referencing their target enlarged plan sheet views, and then paste them as references that point to the same enlarged plans (thus preventing the need to generate unneeded additional live callouts). Might make more sense to have a Copy as Reference command instead of Paste as Reference, since the Copy as Reference command would be sourcing the target view information?
