Fix OOTB Titleblock origins (templates and families)

The bottom-left corner of the out-of-the-box (OOTB) Titleblock families and templates are all slightly off of the origin (by varying amounts) - see below for an example. This could EASILY be fixed in less than 15 minutes for the 12 affected files! Simply insert the attached "00.dwg" (with lines at the origin), and move the elements to match.

This isn't a big deal for us, as when we're working with architects using AutoCAD, they usually have edge lines in their border file, but still - it's such an EASY fix (and I'm pretty sure I submitted this when I discovered it about TEN YEARS ago). It's too late for all the firms who've already created their borders (but maybe weren't careful), but it would be nice to have resolved anyway. It also affects exports to CAD (as the position of the Titleblock is kept).
