I'm guessing it is because there is not a set scale to work with. The only way I found to get a filled region in is if you create a fill in autocad, remember to delete everything in the paper space otherwise Revit will think that you are trying to import a title block, safe it as a DWG and then import it onto the sheet. You will have to scale the imported DWG until it becomes a manageable size. If you expolde the DWG inside then you can edit the boundry and change the fill type. The scale will be an issue here but atleast you will have a fill that you can edit to suit your needs.
