Allow scrolling through filters even if greyed out

If you are in a view that has its graphical overrides dictated by a template, you can still browse through the model and annotation categories. For the Filters tab this is not allowed for some reason. It is bad enough as it is that you do not have a direct shortcut to get from the overrides into the view templates manager but always need to close the windows, find the view template entry, go there, hope for the best (that the template is actually allowed and therefore shown), do your edits, ok it all and return to your actual work.

I propose to allow the scrolling gizmos to work in the graphical overrides filter tab.
