Reloading Links- Unable to Link Models

Newly setup C4R project on Revit 2018.2

I have uploaded all of the RVT files to C4R / BIM360 Teams. I am in the process of updating all links to point to the BIM360 / C4R files.

The first file updated fine. The second one is throwing the attached error message every time I try to 'Reload From' any of the links.

"Unable to Link Model

Linking to a model outside the project xxx.rvt is not supported

You must host 2017-02550_Unit-CRE21_HED.rvt in this project before you can link it."

I have confirmed multiple times that the files are all uploaded and working fine.

I have tried 'Reload From' in a number of different scenarios... Worksets open, worksets closed, Default 3D Views, Plan Views, Sheet Views.

Removing the Link and Inserting a new Link is not an option.

It does seem that if I open / close the project a bunch of times, eventually it starts to work

Seems the solution is I need to open the project (with all worksets open), close the project and then re-open the project and then I am able to Reload From properly
