Are the grids associated to the scope box? The bubbles will then jump to a predetermined distance from the scope box. This is a value stored at the system level with no user control. I do not know the exact value. To change - delete the scope box, create a new one of the desired size, re-associate.
Other alternatives - drag the bubble out. If they are locked to each other, then you will be able to drag them to the desired distance consistently. Setting up a reference plane at that distance would also be helpful.
