Hello,
Is it normal to get this error message when opening a template in Revit 2018? We never used 2017.
this is not an error message
the template you are trying to use was created in 2017
was this a custom template or an out of the box template?

It's just an out of the box template opened from C:\ProgramData\Autodesk\RVT 2018
I didn't mean to refer to it as an error message.
You said you never used 2017 but was it ever installed on that machine?
Is that the actual OOTB template you are opening or is it a project set up with that template?
I have to make sure we are absolutely clear on this as a number of people use the word template when they are actually talking about a project.
We've heard sporadic reports of instances where the wrong version of Revit content is installed. Initially, we thought this might be related to left over files in the Windows temp folder but after lots of testing, we were not able to reproduce this issue. We continue to monitor this issue in hopes of identifying the underlying issue.
In regards to your existing content issue, I would recommend the following:
Another suggestion would be to use the DLM version of the Revit installer instead of the web installer. The DLM version contains the necessary content files as part of the install media and this eliminates the need to download the content.

2017 was never on the computer. I am opening up an actual OOTB template.
I first downloaded and created the deployment on 4/25/17. After install, we got the error that “The path you have specified for the default family template is invalid.” The folders for the templates were empty even though Autodesk Revit Content Libraries 2018 was in the Windows installed program list.
I found a fix here:

I noticed that those files mentioned were missing from my deployment so I got them from a new download. I uninstalled Autodesk Revit Content Libraries 2018 and ran the deployment again. Everything looked to be working correctly except for this “model is being upgraded” message.
Do you still think the removal and rerun of the deployment being a fix because it was just done? I found this of course but it never mentions deployments:
I have had this problem since I installed 2018. If I start with one of the standard templates, they begin with - and have to update every time - the 2017 template files. And yes, I've checked the path options, and they do point to the 2018 folder. The files in the 2018 folder are 2017 files.

In addition to Tony’s helpful response above -- if it’s just the templates -- it would be a quick fix to open each of those templates directly in Revit 2018 and Save As.

Sure. I've had that idea but just haven't gotten around to it. But it isn't just the templates, it's the entire family libraries as well.
Tony's response would fix that, though I'd download a new, fresh Revit download from your Autodesk Account, using "Download Now" rather than "Install Now".
Hello,
I have downloaded the program from my Autodesk account again already. After, I followed the instructions in the link below get the missing extracted files from the C drive to the deployment folder (where they were missing).

When I browse C:\ProgramData\Autodesk\RVT 2018\Family Templates\English_I I notice that all of the rft files are dated 1/22/16. Any way to get the updated versions?
