I'm working with an existing window family with a frame profile that automatically matches the depth of the wall that it's inserted to. Is there a way to edit the family so that the window frame stays at 4" deep regardless of wall depth?

Yes, remove the front or back constrain that from the geometry (it's likely lock to the wall edges) and pulled a dimension between the front and back of the frame, make it 4" and lock the dimension .
...I just looked at your family and the frame is already a fixed depth. It's the jamb extension that is extending to the interior wall edge. This is a accurate. You need to extend the jamb.
...If you aren't using jamb extensions on your windows, you can either: 1) delete it, 2) give it an "On/Off" visibility parameter and turn it off in the Project, or 3) give a Material Type Parameter that is different from the Frame, and assign a Wall Finish Material to it in the Project (e.g. Gypsum Wall Board).

Thanks, bb - this helps me understand the family a bit better but not quite what I'm looking for. I can now manipulate the jamb extension dimensions and the frame offset but the overall frame/jambs are still extending to the outside and inside face of whatever wall is hosting it (see attached jpg). I want the window to sit in the wall at a constant 4" (see attached PDF sketch). I might have missed something in your explanation but I'm hoping there's a way to get that result.

Attached is your original family with changes made per your instructions. I don't have a clue what the sash inset is suppose be, so I just created a "Sash inset from exterior face of frame" parameter for you. Just input the correct inset distance.
