I have a wall setup so that my plywood is outside of the wall core boundary (because I dimension from outside face of stud, not outside face of plywood)
My dimensions work well when I selected "core faces, exterior"
However, when I try to create foundation walls by picking the exterior core boundary lines, Revit seems to struggle
with this and tries to pick the face of foundation, even with core faces exterior selected. Any ideas why?

Revit simply will not pick either face of the studs in this case. I have fought with this for years. It is a minor inconvenience, but an inconvenience nonetheless. For such cases, don't use the pick lines tool, but simply draw a line along the framed wall's face of studs.
Are you TAB-selecting. My middle finger is welded to the TAB when I am placing dimensions.
I had a similar problem, I wanted to dimension to the face of the wall core and my dimensions couldn't find the face. I discovered I had a sub-category of 'Walls' turned off called 'Common Edges'. Once I turned on 'Common Eges', I was able to snap my dimensions to the face of studs (studs were the only layer wihtin the core boundary). Maybe your issue is similar... Additional note: I had my cut patterns overridden so I could see the boundaries between the various wall layers but without the 'common edges' turned on, I couldn't snap to them.
