Why Spot elevation value and level value different ?

Hi,

In the entire project everywhere spot elevation value and level value shows different. as per my knowledge level values are correct. however i don't understand why spot elevation shows negative value.

What is the Elevation Base setting of the Spot Elevation? Select one and look under its Type Properties.

Level Elevations are also relative to their Elevation Base.
