why is the new level Line red?

There is probably not a Plan View associated with the new/red Level. Create a new Plan for that Level and it should turn blue like the others.

See if you have any Filters which might control the color of Levels?

Is it red in all other views, or just this one?

Wow. Seems like something that  would be super simple to figure out. I'm guessing you've already tried the usual suspects.  Post the file.

Can you select the level and edit type to see if the level is set to different color? If not, then it is modified by filter.
