why is it this family not able to render?

I have downloaded this family from the BIM website.

 

However it show black when it is loaded into the project.. and it is not able to render nor changing material..

 

see attached family file and image below..

The Material Appearance Asset is Black. Change the Material associated to Material Tabletop Parameter.  Edit the settings under the Material's Appearance tab or just swap out the Asset for another.

Important to note: change the Materials IN THE PROJECT. Forget Family Materials. They have no relevance. Project Materials RULE.

cuz the family is asking please load family type catalog, but i dont know what it means..

That's a TYPE CATALOG. In order for it to work, the Family AND the Type Catalog need to be in the exact same folder and their file names match exactly - all except the extension (e.g. txt and rfa). 

 

BTW: that has nothing to do with your issue. You need to solve your issue directly through the Project Materials. That is, opening Materials and inspecting/modifying the Appearance Assets of the Materials you are Rendering.  That's exactly what I did in the screenshot above.
