I have been working on this project for about (4) four months and for some reason when I am opening my consultants files (Everyone is working in 2017) I get a notification that the file is being upgraded from 2016. If they were working in 2016 they would not be able to Revit Link my Architectural file which is in 2017. How is this happening?

confirm that all users (in-house and consultants) are using the same BUILD number of Revit 2017.2.3
if this is a BIM 360 issue all users will need to confirm that version and its permissions.
It's probably not the model that you are opening that is being upgraded but rather one of the links.
I agree. I just got to work and opened the family in Revit 2017.2 (same build as my home machine) and there were no problems. Would you please look at my post and give me any ideas on how to fix what may be going on.

There are NO links. It appears to be a problem with my machine at home. I was having this bazaar locking up with a family I downloaded from the discussion group. It seems something is wrong and I would love to get any advice on how to fix it.

The OP has at least one link. When they opened the file after they saved it locally, there was a warning about missing links and there wasn't a notification about upgrading, unlike when they opened it from the cloud.
I suggest you start your own thread.
I apologize for the confusion but I am the OP. I am just at my work computer now. I can't figure out why this upgrade from 2016 happens on my home machine but not my work machine. Both machines have the same Revit Build. Something is wrong with my home machine load and I need to figure out how to fix it. Preferably without uninstalling and reloading the software. I appreciate any suggestions. I am hoping someone has seen this before...
Probably about 20-25. Do you think that could be a problem? I will start getting rid of the ones I do not use often. Fingers crossed.

Did you read this? The upgrade does not happen when the file is not on the cloud. There is also the warning about missing links. Thus a link is causing the upgrade.
If you look at the video at 4:10 you will see the problem happens with the mechanical file (the file on the cloud was the structural). The link that it is actually trying to load when I open the file from the cloud is a dxf file. I appreciate the suggestion but it is NOT a linked revit file. The only Revit Link is my Architectural file.

Why did you post video of opening the structural file then?
I'm lost and giving up until the question gets clearer.

I read through the whole thread and we have seen this behavior before.
Please send your journal file and windows event log, Revit file with links to troubleshoot further.

You do understand it has more to do with the Revit installation not the files. It works fine at work but not at home (same Build)

Thanks for checking up on this issue. I did unload about 9-10 unused add-ins but it did not resolve the issue. Unfortunately I have a pressing deadline for the end of the month and do not have time to uninstall - reinstall not to mention I would sooner transition to 2018. I was really asking the question to see if any one else had seen something like this happening. I guess not - thanks for you concern.

Thank you for your response. Yes, we have seen similar behavior with other versions as well. (2009,2013 etc)
As of now, the below is suggested for this behavior:
