Why doesn't roof bound room?

These roofs and floors have the parameter for room bounding checked...

so why don't they?  There are no gaps so I'm guessing I have something toggled wrong.

 

More importantly, if room bounding floors and ceilings don't actually bound rooms, then how do I model rooms that flow into spaces above and around other rooms?

That fixed the rooms under the bleachers but there's a problem with the stairs at either end of the bleachers.  They are not room bounding, and thus overlap between the pool room and stairway room under the stairs occurs.

If I understand you correctly, you can create a sloped ceiling under the stair and set it to bound room.

There's no ceiling under the stairs.  It's all monolithic cast-in-place.  I could create an invisible ceiling but you always see the cut lines in sections and such.  Thank you.

That's what I mean. Create a ceiling to bound room and hide it if you don't need to see it.
