I am adding spot elevation tags to the same spot in plan and elevation view.  They base have the same reference point (Sea Level) but the 3d is accurate whereas the floor plan view is not. What might be wrong?

The spot elevation of that wall on plan view is at the view range cut plane.  Raise the cut plane to higher than the wall then the spot elevation will report the top of the wall to match the 3d view's.

If we convert inches to decimal feets, we will have:

6 1/2'' divided by 12'' = 0.54 feet

9'' divides by 12'' = 0.75 feet

So, in decimal form we will have:

568' 6 1/2'' = 568.54'  and

570' 9'' = 570.75'

Use TAB-Select if you have coincident lines at different Elevations.  Same with Slope Annos. If you ever had to dimension a Hip Roof Slope in Elevation, there no other way to do it without using TAB-Select.
