Hello,
This only happened to me in the last 2 hours and can't find a solution.
The wheel on my Logitech M305 Wireless mouse won't let me pan in the 3D mode, all I'm getting when I press the shift button to pan with the mouse is a minus sign above the cursor. I tried uninstalling/reinstalling the mouse and nothing changed. Went and got a mouse which is a plug in one with a wheel as well and that won't pan either. Revit really is getiing on my **** lately, has anyone got any sort of an inkling as to what could be causing this?
I'm in Revit Architecture 2018

What worked for me was setting the left and right scrolls to 'Do Nothing' and set the scroll wheel to 'Middle Button'. I actually like this better than the original settings, I don't accidentally pan left and right now. This problem kept the phrase "If it ain't broken don't fix it" running through my head.

You can go to File, then Options menu, then go to 'SteeringWheels' and tick under the 'Look Tool Behavior' the box that states, 'Invert vertical axis (Pull mouse back to look up).
You should be able to pan already the drawing.

This worked! New computer and Revit 2019 didn't have a keyed shortcut entered for 'Pan Active Window'. As soon as I entered a shortcut the pan button worked! Was a silly and frustrating problem...
