Pinned?  In a design option?  In a different phase? Not a wall, but an in place family? Part of a link? In group?  If you can post a part of the file where this is happening, maybe someone can trouble shoot more.

Its not pinned, not phased, not an in place family, link or group or array, when i copy the wall the duplicated one splits no problem. How would i know if its in a design option?

Many thanks for your help, it has me completely stumped.

I just ran into this same issue.  When I selected the wall it said it wasn't pinned.  I then tried pinning it and then unpinning it.  Still wouldn't split.  Instead of copying the wall I then tried to move the wall.  Revit flagged it and said can't move pinned element even though I had just pinned and unpinned.  Then after trying to move the wall I selected it again and this time it said the element was pinned.  I unpinned it and it was able to split as usual.

Possibly check to see if there had been a painted surface, or split face already done to the wall.

If you're trying to split a wall along/close by a split 'face' Revit may be having issues reconciling.

Check if it's attached to the roof/floor
