Using standard architectural template, open a new project, insert a Basic Wall-Generic 6" masonry, change height to anything under 6' and hatch vanishes. What setting is controlling this?

This is a normal behavior for unconnected walls under 6’. To fix this, connect the top to the upper level and apply negative top offset to get desired height.
More than likely the "Detail Item" that is used to create that hatch is drawn in at 6' and then arrayed. Making the wall shorter than that probably reduces the hatch array count to 0. Track down that detail item, or the array in the API and change it's height and array offset to 1'. Where to find that depends on who designed that wall family you're using.
This is any easier bandaid fix that doesn't involve potentially breaking things. Try this before my fix ![]()
Walls were unconnected, so even when top constraint is set to same level (with an offset) it works.
