Does anyone know how to unlock a finish layer from the outer boundary line?
Wall assembly is masonry wainscot and EIFS above. These are obviously not the same thickness but I cannot figure out how to move the finish face line of the EIFS separately from the masonry and outer boundary line.

You can try to use Split Regions and Merge Regions in the wall structure...you should be able to achieve something very close to what you need...otherwise, I would recommend to use two different types of walls stacked on top of each other

Workarounds? Define a workaround...for me a workaround is having to work out a solution using an external/3rd party app because none of what is provided in Revit works! Your OP didn't specify any preferences and the given suggestions were simply 2 different ways to have different finish layer thicknesses using different tools and options. From where we are sitting it is hard to guess what your preferred workflow is...
