I want to rotate a viewport and not have the title bar rotate as well.
Being new to Revit I went to Help and got this:

You can create a view title family that rotated 90 degree.
Or you can activate the view, turn on the view crop region and rotate it instead of rotating the viewport on sheet. If the view is a section or elevation, you need to draw a call-out to create a detail view, then do the above to that detail view.
I tried the crop method and it didn't work.
The crop rotated, and showed a different view of the unrelated model.
The family you're talking about, is that an annotation family, or are you modifying the existing?
Well, it took me a while to read up on a few topics and make sense. But I got there.
As you say, there are a few more steps for sections, and even a few more than you noted. The crop has to be reshaped after rotation, and the view details completely reset.
