I'm a fairly experienced Revit user and just cannot work out why my view is cutting so high up.
tbh I've always have trouble with view range settings.
Unfortunately the file is too big to upload.
I've uploaded some images:

and screenshots of the view properties and view range settings.
I cannot understand why I can see stuff above he cut plain.
Is this a bug? I feel like I've tried everything now.

I misunderstood you to be an "inexperienced" not "experienced" user, hence the reason I posted the 33 list. Still, that list should be helpful in this case. Regarding stuff being shown above the cut plane, is that "stuff" intersecting with the cut plane? If so, there's your explanation. If that "stuff" is a Family that shouldn't be visible, open the family, go to Elevation and see what's below it that is intersecting the cut plane in the Project View. Maybe it's an Invisible Model Line.

Thanks, but I'm still having issues.
I've done some more trouble shooting and got some unusual results.
If I create another plan view associated with another level in the project only 770mm below the problematic level / view, it works just fine. But, for some infuriating reason if I create a plan on the level I want (770mm above) it doesn't cut through anything at all. Even though the view range is telling me its cutting through at a specified height which I've checked and is correct. So, why isn't Revit cutting anything! I think I'm going to explode.

why don't you use the sloped section as the plan view for control the range?
why you use the top level in view range?
what do you want exactly?
I don't see the Level Above in the section view and you have an offset of a couple meters above that. That means that Revit is going to see eligible elements at whatever height the level above is PLUS the offset value. If you're going to use the level above for the Top of the primary range that is usually set to zero offset or a negative offset to drop below the "floor above"...imagining a typical first and second floor relationship. You can also choose the Associated Level instead and provide the height offset you'd like Revit to use above the cut plane.
