Not sure if this is a view range problem or something else. I'm stumped on this one! The ships ladder is a downloaded family from revit city. Maybe there is a way to manually mask out the portion of the ladder that I dont want to show.
My view range settings are settings are as follows:
associated view: Control Room 82'-2"
top offset = 8'-0"
cut plane = 2'-0"
bottom = 0'-0"
view depth = 0'-0"
Please see the attached Jpeg which should give you a good idea of what I'm trying to accomplish. Thanks for everyones help with issues that I'm having.

Revit stairs do not follow the constraints of the view range settings as you expect for most other elements. Either use masking regions to hide what you don't want to show, or switch to Hidden Line visual style in the view so that it will hide behind the slab...and use the structural discipline and structural hidden line settings to get the rest of the stuff in the view to display properly.
Ooops. Sorry. I now understand that it is a family instead of actual Revit Stairs. But some family categories also don't follow all the constraints of the view range as you would expect.
If you have a family component that won't respect your view range settings, then create a Plan Region for that particular "problem child" in your view.
The reason some families don't behave according to the view range, is because they might not be cuttable.
