The view range tabs are disabled as shown in the attached image.What could be the reason and how can I change it?

Because selecting the cut plane is limited to only the associated level of the plan view and can't be changed.
WHY do you want to change it?
The offset for "Primary Range Bottom" and the "View Depth" got grayed out because you have aligned the Level Datum "Garage Door" with the associated level of the view..."FIN.LIBR) … Revit will not allow you to apply the settings and forces you to cancel.
To fix that, you need to do either of the following:

Here goes the reply again:
The Primary Range Bottom and the View depth get grayed out when you align the set level (in your case the level datum called "Garage Door") to the associated level of the active view (ie: in your case the Level Datum called FIN.LIBR)...when that happens, Revit does not allow you to apply the view range setting and you are forced to
To set the above to the level Datum "Garage Door" you need to nudge/move this level downward from FIN.LIBR

If you just want to adjust view depth to show your stairs you could use Plan Region.
