I´ve been trying to find a tutorial online to make variable parametric holes in panels using Revit but I haven't been lucky so far.
I've found tutorials in Sketchup and Grasshopper but not in Revit.

Is this achievable using Dynamo? If not, can anyone point me on the right direction to achieve this?

Dynamo makes the process easier but if you are not familiar with dynamo, it is doable also entirely in Revit (you will have to click and drag the attractor point/line manually though)
In terms of tutorials, you should be able to find some on how to do in Revit and also how to generate those using Dynamo. Go on YouTube and search for the following tags and you will have lots to watch

i do not know of a tool for Revit to do what that plugin is doing for Sketchup. as @RDAOU mentioned Dynamo could probably help with the process though.
That said, what your ultimate goal? if your looking make a perforated panel, you can create a Model in place or a Generic family. Make your panel and use the Void tool to make a "perforation" and then array the void. you can do the same thing with he sketch tool when making the panel and add the holes as part of the sketch. in a family, the holes can be controlled by parameters for diameter and spacing if needed.
this is a quick example of how to make a perforated panel family in Revit. this is pretty basic, but shows the process. there are additional constraints that can be added make it more dynamic.
