Having started using Revit 2019 I thought that I would give Site Designer another try but having created an 'existing' toposurface and managed to set it as the Base Toposurface I was able to create the 'proposed' toposurface for editing. So far so good. I then tried to create a Building Pad with vertical slopes by importing the Building Pads family, using the Constant Elevation and an existing host line. Something happened but there was no visible pad just and area bordered by the shape I had drawn. I then picked the toposurface which showed that there were vertical lines, below the surface, at the corners of the shape I had used, as if the piece of toposurface that should have been displaced by the pad was still there. There was still no sign of an actual pad below this however.
By using the Modify>Soft Terrain I lowered the elevation and made the pad deeper but still the area that should have been dug out remained. I then changed the pad to a 1 to 1 slope and whilst there was a 'hole' there was also a mound rising from the middle of the base.
I then opened the Building Pad family and studied the parameters but whilst each view had the dimensions set to be visible, none showed although the parameter values were assigned to dimensions. There was also no sign of a solid pad.
The bottom line is that I have once again given up using the 'Site Designer' add in and will continue not to use it unless someone can point me in the direction of a set of understandable instructions, much more comprehensive than those which appear in the help pages.

Can you test the same thing in "Vanilla Revit" ( w/ out using Site Designer add-in ) and see what happens?
@IMCornish: for the heck of it, I tried to replicate your workflow using Site Designer to see what results I would get. The result was that it froze Revit solid, forcing me to shut down the program through Task Manager. ARRGH! I lost an hour or more of work I did in another project too (I'm notorious for ignoring those save reminders).
Needless to say, I remain not a fan of Site Designer. I'll stick with the tried and true "Vanilla" Site Tools.

Site Designer is the worst. I love it when it is working, which is very, very infrequently.
Constant freezing as @barthbradley mentioned; rendering Revit completely unresponsive in a way I have never seen before. This post is a little old, but misery loves company and nice to vent. ![]()
Hope they get it figured out someday.
