Is it possible to customise underlay colour? Grey/black currently offered is not always obvious enough.

Currently black/gray are the only options. However, development is aware of this and is looking into ways of changing this feature.

Unfortunately this is not possible. You are limited to the Manage > Additional Settings > Halftone/Underlay settings.
You can specify the weight and pattern (as well as apply halftone)

Underlay I understand as Background color, it is support in Revit 2016 prior version doesn't support.
In Revit 2016 you can change the background color via going to options
While i respect the response and that it is not an option, I would hardly say this is "solved". There have been quite a few releases of Revit since this response and still no option... SMH.
Perhaps there should be a few other categories besides "open" and "Solved". Perhaps "In Development" for something expected to be resolved in the next two releases and maybe "Wishlist" for items that are further off.
It seems that the underlay mimics the line colour of the element in newer versions. I realized this because my underlay was coming out red. Change the Line colour of the element in V/G settings to what you desire and the underlay should change to.
Any progress on this issue? Really wanting to see upper or lower levels in a different colour for clarity.
Using Revit 2021 here, but I think this should apply to previous versions as well.
If you want to change the color of the lines of an imported underlay do this:
Visibility/Graphics (type VG)
Imported Categories tab (should be the fourth to the right)
Use the drop down + symbol to open up all of the layers under the file you want to be in
Select the layers you want to change the color of
Select Override at the top of this list
Select the color you'd like to change to
Press Apply and Ok
If you want to change the color of your selected lines do this:
Select File on the top left of the screen
At the bottom of this list select Options
Select Graphics on the left (should be the third option down the list)
Change Selection and Pre Selection to desired colors
Press Apply and Ok
