When a new floor plan is created, Revit automatically sets the underlay to the floor below. 90% of views never need an underlay. Underlay should be set to none by default.

I'm using Revit 2016 here. It doesn't do that for me -- I just made a new floor plan view. UNDERLAY is set to NONE without me doing anything.

you have to have a project with multiple levels for it to happen. Copy your level up and create a floor plan for your new level.
My project has THREE levels. The one I used to create the new view was the middle one (so there was one above and one below).

@m.voss.alvine The OOTB Arch Template does do this when you get to the second floor.
Really, the only way to fix it is to create your own template with multiple levels pre-made (we have 12, with all sheets created for those 12) and all of them with the underlay turned off.
Level 2 was set to underlay Level 1....but yes, all New views were set to none on my machine too.

i have not had to set up a project in 2017 yet, only upgrade existing projects. Glad it only took a couple of years to fix.
I'm just guessing here because I'm not going to set up a test project to try it out in, but...
...Is it possible that if you copy up a Level who's associated plan view has no underlay that the new Level plan would also have no underlay, and that if you copy up a Level who's associated plan view does have an underlay that the new Level plan would also have an underlay?
