I need to show the fitouts from level 2 on the plan view of level 1 but I can't make that work. I have been messing with the underlay combination looking up and down and changing view range for more than 2 hours and nothing works!

The view range is not above level 2 see in the photos below for both level 1 and 2.
If I detach the walls they become 2500mm unconnected and they show in level 1 as underlay but not the furniture. This solved part of the problem but not sure how or why
Can you share the model?
Did a test myself: you can change the floors category to 100% transparency, or select the 2nd level floor in teh section view and hide/make it transparent in the level 1 plan view.

The 2nd floor is more of a Mezzanine (2.2m high) … setting the underlay Top to Level 3 and looking down => floor slab on 3rd floor is blocking the view of the walls and furniture (that is why when you detach you see the walls when they extend above the floor element @ Level 3 but not the furniture because they are hidden below floor.

The hide floor and wireframe worked. Everything is shown now. I didn't add the level because I dont want to add more views. Thanks for the help.

Here is a link to "View Range of Underlays" kinda explains why the floor slab you had on level 3 (falling entirely between the underlay top and bottom range) was hiding your elements on the second floor
For the additional datum (it could be useful for structural plan - you can delete the RCP and Architectural Plans)...also useful if you want to keep the underlay to place on sheets
