What does it mean to have a PC with an uncertified graphics card?
Do you choose certified cards?
I got a new laptop with Nvidia RTX 3060 graphics card.

Certified Graphics Cards/Drivers have been tested by card vendors and/or product teams, results have been reviewed by Autodesk product teams. The tests verify that that hardware supports the product features. Cards/drivers that are not "Certified" may still work with the product, but Autodesk has not yet received/verified test results.

It just means they are not in the list of a very limited number of hardware have been officially tested by Autodesk. RTX 3060 should be very okay for Revit.
I wouldn't worry about it. I also would install the latest driver despite Autodesk recommending older versions. They just won't be able or willing to test all new GPU and drivers. IMHO, there is more risk running outdated software.
The certification has nothing to do with performance.
It is like GM saying they recommend valvoline oil or Esso gasoline for their cars. Or whirlpool recommending a specific dishwasher soap.
It has always been my understanding that Autodesk doesn't do the testing. Testing is done by Manufacturer or third-party as more of a marketing thing.
In any case, I have worked on countless workstations over the years that had "uncertified" graphics cards. Frankly, I can't remember a single time that was an issue.

What graphics cards do you use?
Quadro RTX 3000 on my laptop. It is slightly slower than GeForce RTX 3060.
