Unable to enter feet and inches in a Revit schedule cell

"Enter a value or a formula starting with "=" error message when trying to enter 8'-0" in a schedule cell for a column called Ceiling Height.

That seems to be a custom parameter. What are the units of that column? All the other rows show just "8". Go to the properties of the schedule, select that parameter from the list of fields, and click the Edit button to see its properties.

My guess is its just an integer parameter. Change it to a length parameter.
