I have used this template for making projects before but never had an issue until now. I place an elevation mark but I cannot select an elevation that I would like to create. I . (ya know, the little check box on each cardinal?)
It is like this in every plan view. I have checked visibility graphics and elevations are turned on.
Any advice?

Are you saying that when you select an Elevation Call-Out Symbol in the View, you don’t see any questions marks or the checkboxes I’m showing here circled in red?
Sometimes this happens when you have a thin (finish) floor on top of your basic structural/arch floor.
The elevation crop will snap down to near the Level , so the Elevation Tag is not visible in plan.
In your Browser, see if you have any unnamed elevations (like elevation 3a, etc)
Open one, and see if he crop is set down near the floor level. If so, stretch it up to the level above.
Now see if you can select it in a plan view (right click and use "Find Referring Views" to find where the plan is it is referenced from.)
As another quick test,
Make a new plan view, make sure no thin additional floors are on top of the main floor.
Place a new elevation marker in the plan. Can you create new elevations now?
Also, see if your View/View Templates have any Filters applied which might be turning off certain elevation types in the plan views.
Not sure if this is the cause of your problem, but worth taking a look:

Does the elevatons are there in the Project Browser, Hope if u delete those in the Project Browser U might not see the View ,Place a new Elevation and check once
