As you can see on the attached file, Revit does not generate the correct toposurface from the Autocad file, it comes flat without any difference of height. Any idea why this happens?
Did you import it from PDF? PDF import will keep those line flat. Your option is to manually add in topo points.

Because the DWG IS Flat. There is no 3D linework to extrapolate a Toposurface from. You can also create a Toposurface from a x,y,z point file (CSV or TXT), if one can be provided to you.

Yes. Contact the Surveyor and ask for a Point File. You can create a Revit Toposurface from that Point File.
0r, you can place hundreds of Toposurfce Points manually - placing each Points directly atop those point "marks" shown in the DWG using the Absolute Elevation that is shown for that point in the DWG.
Do you have access to the source DWG that the PDF was originally created from? Sounds like you may. Import that DWG into Revit.
