Unable to Click “Label Contours”

Hi. I’m very new to Revit. I am having trouble clicking “Label Contours” in the “Massing & Site” tab.  I’ve created a simple foundation and lower level of a house, displayed it in 3D, added some topography, and now there aren’t any contour lines.  I found that I am supposed to click “label contours” to enable this feature, but the option to click this is not available; the option is blurred almost as if it is faded and I cannot click it.  Any suggestions?

You can label contours in a Plan view, not a 3D view.
