When using Revit 2018 I keep getting this error when worksharing with another user that won't let me edit anything or even save and sync the model until the other user syncs. It's getting really annoying for both of us for me to keep calling him and asking him to sync his model.
What's the fix for this?

Yes, I said don't share. Admittedly, that was a little flip, but you 're saying that you are annoyed that someone it not "sharing". Sounds like an internal issue -- not a Revit issue. Revit can't referee worksharing.
You misunderstand the issue. It's not a matter of someone not sharing. All of a sudden Revit refuses to let me modify anything (includeing items I have created) or even sync the drawing at all until he resyncs. It's not him checking out worksets or taking possession of an item without relinquishing it.
Start CC'ing the project lead and whoever higher in the project team when you are asking your coworker to sync mentioning that you cannot do anything until he syncs.
Or find/ask for another project to work on.
