Two level based family

I am trying to make a two level based generic model family, and I have a problem with setting upper level constraints.

I see that I have to specify the elevation for the upper level; instead, I want upper level to automatically hosted to a level above in my project. So when I change base level, top level follows the level above. Is there way I can do that?

You have to assign the upper level manually. The idea is that the upper level in the family can be assign to any project level above the base, not just the one immediately above it.

You can set the view range for the lower level above the upper level to see geometry there. You can set your workset to the upper level to host geometry to that i.e.
