I am struggling to resolve a toposurface issue and my BIM manager couldn't figure it out either.
I cannot for the life of me figure out the issue.
The only thing that seems to work is if I manually move all the topo points down 750mm... but I would rather not do that unless it's a last resort.
Please help.

Did you by any chance use the relocate the project? If you did, this will mess up your topo elevation and will not respect the value you entered in. It is a short coming and you have to take the current elevation and subtract it by 750.
If you don't want to do this, you may want to link in your project into new Revit file. Then move it to correct level and then copy over the topo. Then link in the topo into your project.

Move the Toposurface's Internal Points down - those Points inside Edit Surface Mode? Don't do that. Move the whole Toposurface down 750 ft. in Elevation View. I don't know why you don't want to do that. That's the way it's done. Regarding annotations, such as Spot Elevations, Contour Labels, etc. - they are relative to whatever the anno's "Elevation Base" Type Parameter is set to.

I was able to resolve the issue:
Lesson learnt - there is really no need to change the elevation on the PBP.
