I have set my floor levels to be based off their real world/survey elevation, however when I then create a topo surface based on these same elevations it's so far above my model.
Is there a way I can set it so a (for example) 661000 floor level elevation is drawn at the same level as a 661000 topo surface elevation?
3 options:
1. Move the topo down after finish creating it to match the building model.
2. Move survey point down to the internal origin elevation 0, and set the elevation base of Level type to Survey Point. In practice this the least favorable option because if the model was physically very far (several km) from the internal origin and it could cause graphics glitches. But yours is like 600 m so you may be okay.
3. Create the topo in a different file, link it in the building model, move to match building model and acquire coordinates. Then set the elevation base of the Level type similar to #1.

Just curious, if I make the topo in a different file and link it, can I create a building pad on that toposurface in my project file, or would I need to go back and do the building pad in the toposurface file?

Topo and pads need to be in the same file. If you use option #3 (linking), open the site model where you have the topo, link the building model in using Shared coordinates, then create pads using the building model as reference/guide.
