I'm trying to build a template and started from a blank file.
When I try to set up a railing type, it will not allow me to use a top rail or hand rails. The type properties window will not allow me to change Top Rail from 'no' to 'yes' and nothing happens when I click '...' next to either handrail type. I have loaded railings with all these components into my template, but when I try to edit their top rails or handrails, the family breaks, and I have the same issue. Is this a bug others have noticed, or am I missing something?

Do you have a Top Rail Family Category with Rail Types loaded into your project?
By any chance, would you be trying to modify a family that is nested in a group from outside of that group?
If the case, first enter your group and then modify,
Or select your railing type in the navigator and edit its properties by right-click> Type properties...
Some options are disabled when proceeding that way...
And for good reasons!

OK, false, but interesting, alarm...
I found that because I did not have an instance of the railing modeled in the project (it's a template, so I was modifying the railing type just out of various type properties in a blank file) I was not allowed to select any options.
I popped in an instance of that railing, and full functionality returned.
