This is possible by making a shared parameter for a level and then customizing the level tag to use the new parameter, as shown.
The default Level family is found under Annotation and is called "Level Head - Circle".

You need to make a custom version of the Level Head family and edit the label in that family to contain your new shared parameter, as shown.

Okay. Got that to work, kind of... Is there a way to set this parameter to be an instance? I want to be able to edit the tag in different views. An example being that, at level two we may want to call out that this is a Media Center Floor height, while on the other end of the building it might be labeled Classroom Floor height, etc.. Thanks a ton for the help!

Never mind, I've got it; forgot to load the shared parameter into the project...
