a site plan to be specific. What size title block would you recommend? I would like the drawing to be readable.
Usually you scale your drawing view to the size of titleblock/paper that you will be printing to. Such as 24X36 or 11X17.

Best to keep it within the Title Block margins. As far as how big the sheet of paper should be; that would be a limitation imposed by the printer -- and the Building Department.

It is a strange question.
1" = 20' scale drawing can vary in size depends on how big the site is. The sheet sizes are also vary but within the limitation of the jurisdiction reviewing the submittal.
In fact, in those cases, when I have to decide on a scale, I always look at the size of paper the project decided to go with. Then, the goal is to take your site and put it on the sheet and look how it fits in the space allowed. It is like you started your reflexion the other way around. If the site is too big to be on one page, maybe you can split it up, using dependant views.
