"A parametric title block label that is equal to the value of the parameter from a wall family"??? Huh? That doesn't make any sense. Can you walk us through exactly what you are thinking? Maybe give us an example workflow?
Im sorry, Im new to Revit after making the switch from autocad. Lets try this again, lol.
I have a wall family, one of the parameters in the wall family is the thickness of insulation that is in the wall. This thickness changes from wall to wall. It may be 1" on the north wall, but then change to 3" on the east wall. I want to create a titleblock field that will be equal to the thickness of the insulation.
Does that make any sense?

To what end? What is that "field" used for?
Create a simple 2d Annotation family, and place it on ( multiple ) sheet.
any parameters created in titleblock cannot be linked to project/live element.
( with few exception to project parameters / inbuilt )
you can create some parameter in title block, but then you will end up editing it manually,
do it if thats what you are looking for..
