The Default Second Level in templates are missing

I've recently DL'd The Student version of Revit 2019 on my Home PC while taking Revit in School. The class is learning through the Commercial Design Textbook for Revit 2019. In Lesson 3-3: Interior walls I am to change the setting to Level 2 in a Architecture Template. However the default level 2 does not appear and the Level (LL) action is greyed out and inaccessible. What could be some possible solutions?

Go to View Tab=>Plan View=>Floor Plan and select Level you want to create a Floor Plan for.

BTW: You need to be in an Elevation or Section View to create a Level.
